A Case Study for the Suitability of Fire Station Site Location in the Western Part of Town (K)

1.0 Introduction

Fire outbreaks are becoming a common problem facing the entire globe. The state of the world climate today is a threat to the very existence of man and animals. There has been a steady increase in the global warming condition, resulting in recurrent heatwaves and the melting of polar ice.

The frequent outbreaks of wildfires in the major world forests and house fires are alarming. The increasing cases of fire accidents have made it a global concern (Fox et al., 2015).

The common problems in the firefighting sector include the common increasing demand for fire rescue centers and personnel. The other problem in this area is the ever-increasing incidences of fire accidents in the world.

This is evident in the recurring California fires in the US and within its towns and cities. Another threat is the cases of fire outbreaks in the coal mines in most parts (Melody &Johnston, 2015).

According to the current research done recently in the major cities and countries of the world shows the need of increasing fire stations in them. In the local states of the US, there is an alarming rate of firefighters’ demands in almost every town.

The major findings on the state of fire out brakes the fight waged on it include the current delays of the fire brigades to reach the service area the traffic on the streets of the major towns, which makes it challenging to reduce the traveling time off from the station to the area of incidence.

Poor situational circumstances of many fire stations have led to delays for the rescue, making site selection a critical factor in firefighting organizations. Thus, these have led to the problem questions which made necessary this research problem for a study to assess the most suitable fire station located in town (K). 

1.1 Problem statement

In every expansion process accompanying, there is a need to analyze the conditions of the working environment in question before establishing the operations in that area (Chaudhary et al., 2016).

One of the most critical parts in any planting of another branch or station of affirming is evaluating the proposed site (Ibid). These two statements create a need for the evaluation of the proposed site for the new fire station in town

1.2 Purpose statement

This research will help the organization affirm the new firm’s success to be erected. Failure to meet these objectives or the whole research, the resultant station may be built yes, but accessibility and accessibility may make its operation drudgery.

In addition to that, the required cost of the project, when already determined through this research, will be easier to plan for the setting up of the fire station.

This research aims to meet the specific and the overall objective of the study, with sufficient data to affirm the findings and give relevant recommendations and conclusions which will be of great importance to the company.

1.3 Background and the significance of the research

Fire fighting began in the 1700s in the cities of the United States. It was not until around 1880 that the municipality started paying the firefighters. Previously, it was solely based on a voluntary act.

It also started as a privately operated organization in some countries of Europe (Anderson, 1979). Since then, there has been steady growth in firefighting companies and operational tools and equipment.

By 2018, the number of firefighting companies in the US alone hit 29,705 departments. With over a million volunteers that work as firefighters, besides career firefighters. (Evarts and Stein, 2020). Firefighting departments are also erected in various states and cities for any emergency.

The apparatus used and stations have also increased with time to thousands (Ibid). From the model of the US, the trend in the worldwide scale can be traced.

The current state of the world indicates that more fire departments and modern equipment are required. This is due to the increased incidences of fire out brakes and loos of lives due to the fires. (Barefoot et al., 2019).

With the steady increase in urbanization and the blooming population growth, there is a need to redistribute the fire stations and back up the firefighter’s machinery for efficient execution of their services.

This made a gap for this research problem as we look forward to building another station in town to help meet the increasing dependence state of the society.

In the pursuit of where and how to build the new station, there arises the need for the on-site research selection, evaluation, and equipment backup, a case study for a new fire station in (k) town.

1.4 Research questions/ objectives

Main objective

 To evaluate site selection, evaluation, and equipment backup requirement; a case study for a new fire station in (k) town.

Specific objectives

i) To determine the best site for the erection of the new fire station. 

ii) To evaluate the project’s initial cost of constructing the new fire station.

iii) To find out the state of infrastructure and accessibility of the site selected.

iv) To determine the availability of the required equipment for the new station.

Literature review

There are common research approaches that are distinct based on the aim and the type of study. These include qualitative and quantitative, and mixed-method research design. Two of these are compared to find the best for this study in this review.

All the approaches have various distinct characteristics; in the quantitative research approach, data collection is structurally approached. Before the actual field data collection process, the researcher predetermines the research questions and objectives.

In this type of research, all process aspects are rigid. The results under this approach are often based on large sample sizes, and the study can be replicated or redone.

It is key in generating theories and models since it involves sample measurements and experiments to quantify variations.

Of all the types of research, quantitative is the most appropriate approach when the determination of an extent or magnitude of a particular problem or issue is involved (Johnson & Onwuegbuzie, 2004)

On the other hand, the qualitative approach involves a description of the situation solely. There is some flexibility in the aspects of the processes involved in this type. The data collection approach is unstructured, and it predominantly deals with the nature of the problem majoring on the variations and the diversity in a given phenomenon (Apuke, 2017).

The data collected in this approach are measured in nominal or ordinal scales, and analysis is done to obtain variations. It is, therefore, the best approach when the required research answer involves the opinion of people or a description of the observed situation. (Silverman, 2020).

In the quantitative method, the approach to inquiry is Structured, rigid, and predetermined methodology, while in the qualitative approach, the procedure is open, flexible, and unstructured. Another remarkable difference is the purpose of the investigation.

Quantitative research seeks to quantify the extent of variation in a situation, whereas the qualitative approach is aimed to describe the variation in a phenomenon. Analysis of data also shows a remarkable difference between the two research approaches.

In quantitative methods, the data collected is subjected to various statistical procedures such as cross-tabulations and frequency distribution to analyze the data collected. On the other hand, in the qualitative method, the narratives and the observation are subjected to qualitative measurement scales (McCusker & Gunaydin, 2015).

In the research for the best location to erect a new fire station and acquire new equipment, I would recommend the use of qualitative research approach this is because of all the three approaches it is the best method that will give the opinions of the members of the public and even the organization itself. Moreover, the qualitative method clarifies the description of the situation, which is a key in the location of any given firm.

The increase in fire incidences in the recent past has led to many firefighting departments raising eyebrows. According to Rush and associates found out that there are more than 150,000 recorded depths, with up to 95% of this number being experienced in the lower and middle-class nations (Rush et al. 2020).

Incidences of fire risks in the towns and cities have become in most parts of the apolitical world issue. In tackling these residential fires, there is a recommendation of the houses being accessible more so to the firefighting teams (Ibid). In research done in Pennsylvania in 2016, the results showed that the issue of fire out brakes had been deemed a significant threat to society today (Marschall et al., 2016).

In their study, they found out that fire incidences were positively skewed. The increasing fire accidents trigger the economy to erect strategic fire stations, especially in areas that experience higher risks of fire out brakes.

According to the National Fire Incident Reporting System statistics, the USA alone collected an approximate number of fire incidences data in a year across the 50 states in America to be 600,000.

This includes up to 40 areas occupied by major metropolitan cities (Manes and Rush, 2019). These alarming figures will increase due to the current increase in urbanization and the booming population growth.

One of the causative agents of fire out brakes, especially forest fires, is human activities. According to Gupta and his associates in a study done in the Western Himalayan landscape during the pandemic, revealed that the movement of individuals, as well as the vehicle activities, results to a great degree to the incidences of forest fires which, to a given degree, the cause even in the residential zones of the major towns in the country (Gupta et al., 2020).

This clearly shows that the increase of anthropogenic activities increasing with the state of the population is an indicator to increase the number of firefighting stations and equipment.

Within any area of situating a station to serve effectively, the service area must be accessible from the station. The infrastructural connectivity between the two places must be more efficient in the road network (Şen et al., 2011).

Gears are a factor in the firefighting department, and the type of equipment acquired will determine the efficiency of dealing with the emergency in case of a fire accident. According to McQuerry and associates, the kind of suits selected for the fighters should be that which can relieve fire stress (McQuerry et at 2018).

In a study done in Kathmandu Metropolitan City, there were considerations made in the selection of a suitable site to set afire station location. These criteria included the coverage of land, the population in the area, and the proximity of the site to the main roads leading into the city.

These kinds of zonation proved to be the best when considering a new station of fire firefighters within the town of consideration (Chaudhary et al., 2016). Another consideration in firefighting is the equipment to be used during fire accidents.

In a study to find out the influence of firefighting and the influence this activity has on the body done by Rossi, the findings showed that in every act of fighting the fire, the fighters are exposed to burns and heat stress thermal hazards (Rossi 2003)

Among the crucial factors for fire rescue, is the proximity of the station to the best route leading to the scene. The traveling time should be considered while starting a station and the possibility of traffic on the routes leading forth from the station.

A study using GIS technology proved that the shorter route is a good strategy for considering site selection for a station in a city (Ramli., Yanmar., & Pasra., 2019).

3.0 Procedures/ Methods

The study area will be Town (K), where the station will be situated. The study will include the view of the firefighter personnel and the public members. A suitable number of individuals will be randomly interviewed, and structured questionnaires will be distributed to the general members for their opinions on the site to be selected for the location of the new fire station.

Besides the data collection methods, there will be an in-depth review of the relevant secondary data on the same topic and from another related discipline.

All participating in this activity will remain unanimous in helping secure the identities; the questionnaires will not require the participants’ names.

4.0 Conclusion

Suppose this research proposal is carried out and the data collection methods are met. In that case, the results and findings will be credible, which will help formulate governing policies and give the right instructions to the officials on the site to locate the new intended fire station.
